Norway FA Files Ethics Complaint Against FIFA President Infantino

The Norwegian Football Federation (NFF) has filed a formal three-part ethics complaint against FIFA president Gianni Infantino, asking for an investigation into his leadership.

The complaint centres on claims that Infantino abused his position to help political alliances or financial projects avoid normal oversight.

The NFF wants FIFA's Ethics Committee to look into whether he and other senior officials broke the organisation's code of ethics. It is a rare case of a member association challenging the head of world football directly.

The federation has also sent the matter to FIFA's governance, audit and compliance committee. That referral asks "whether FIFA's decision making, oversight and internal controls operated as required, and whether any governance failures allowed the matters raised to occur."

One part of the complaint is about the FIFA Peace Prize, which was created in November and handed to US President Donald Trump at the World Cup draw in December.

FIFA said the prize was meant to "reward individuals who have taken exceptional and extraordinary actions for peace and by doing so have united people across the world."

The NFF says the award "raises questions about how the prize was created and awarded, whether the FIFA Council should have been involved, and whether the process was consistent with FIFA's obligations of political neutrality."

The complaint also covers the case of USMNT striker Folarin Balogun at the 2026 World Cup. Balogun was sent off in a win over Bosnia and Herzegovina, which should have meant an automatic one-match ban. The suspension was lifted, so he played in the next round against Belgium. Reports said this came after Trump phoned Infantino and asked for the decision to be reviewed.

The NFF says the peace prize, together with Infantino's public support for Trump, "raises issues under the (ethics) code's provisions on abuse of position and political neutrality."
