UEFA Sets Deadline for FIFA to Explain Controversial Decisions Over Investment Plan, Peace Prize and World Cup Ban

UEFA has given FIFA until 2 November to hand over key documents and answer a long list of questions about how it is run and how it makes decisions.

The demand is in a letter seen by BBC Sport, written by UEFA general secretary Theodore Theodoridis. He said world football's governing body had left "a number of fundamental questions" unanswered. The letter followed Thursday's FIFA Council meeting, where president Gianni Infantino said sorry for his World Cup sell-off plan but did not fully explain how it came about.

"Others remain unanswered, and the information and documentation requested have not been provided," the letter said.

Eight pages of questions cover several issues, among them the FIFA Forward Enterprise (FFE) private investment plan, the FIFA Peace Prize, and the suspended ban handed to USA striker Folarin Balogun at the World Cup.

Theodoridis made it clear that FIFA's recent steps do not go far enough. "The withdrawal of FFE, the acknowledgement of mistakes and the announcement of 'potential governance reforms' do not answer how the relevant decisions were taken or why the Fifa Council was not involved at the appropriate stage," he wrote.

He also told FIFA how it should treat any request it turns down. "Any refusal to disclose information or documents should be justified individually, with a clear explanation of the specific grounds relied upon. These questions require answers now. They cannot be deferred until the next meeting of the FIFA Council - nor can future governance reforms substitute for scrutiny of decisions already taken and accountability for them."

UEFA did not say what it plans to do if FIFA misses the deadline. The same questions were first put to Infantino at the Council last week.

Football Association chair Debbie Hewitt, who is also a FIFA vice-president, said afterwards that "if he doesn't answer those questions, he's not fit to be FIFA president".
